BOOST is helping one of their teaming partners hire Senior Contracts Specialists to support a contract with General Services Administration (GSA). The selected candidates will develop Acquisition Plans and other procurement justifications and approval documentation; Source Selection Plans (including development of evaluation criteria); Contract line-item structures; Statements of Work and/or Performance Work Statements; Task statements; Contract modifications; and Contract correspondence. This position is contingent upon contract award and is fully remote.   

 

Responsibilities

  • Process new in-coming offers for 20-Year Multiple Award Schedule (MAS) contracts, including all administrative, analysis, correspondence, and other related duties necessary to complete contract award. 
  • Process new in-coming offers for Evergreen 20-Year Multiple Award Schedule (MAS) contracts, including all administrative, analysis, correspondence, and other related duties necessary to complete contract award. 
  • Process item adds, item deletes, Economic Price Adjustments (EPAs), Options, or other types of modifications. This work includes all administrative, analysis, correspondence, and other related duties necessary to complete the modification. 
  • Monitoring work outputs across all team members for quality and quantity  
  • Preparation of a wide variety of acquisition documents to include determinations and findings, small business analyses, justification and approvals, acquisition plans, pre-negotiation and negotiation memoranda, past performance reference checks, EEO clearances, Service Contract Labor Standard wage determinations, subcontracting plans, purchase orders, awards, modifications, option exercises, notations/name changes, etc.) 
  • Perform market research and document results, analyze such research, and formulate acquisition strategies to adopt commercial practices 
  • Work closely with contract specialists and contracting officers as well as technical, program and legal personnel  
  • Ensure responsiveness in bid documents 
  • Assist in the evaluation of technical and price proposals/quotes 
  • Arrange and participate in oral presentations 
  • Perform a wide variety of contract administration to include contract filing, preparation of kick-off meeting slides, documentation of contact records, etc. 
  • Review of invoices and deliverables to ensure compliance with contract requirements 
  • Keep contract files current, accurate and complete 
  • Input contract actions into GSA’s contract writing system CALM (for the Federal Acquisition Service which is a PRISM product and EASi (for the Public Buildings Service which is an Appian product) as well as other systems of record (e.g., FPDS)  
  • Protect procurement records and source selection information 
  • Perform other acquisition duties as assigned 

Qualifications

Experience/Education Requirements 

  • Fifteen (15) years of acquisition experience, including at least one (1) year direct MAS acquisition experience  
  • Experience as a former GSA Contract Specialist and at least one year of direct experience awarding FAR Part 8.4 Federal Supply Schedule/Multiple Award Schedule (MAS) contracts 
  • Bachelors’ degree (can be substituted with an additional eight (8) years of experience) 

Work Authorization Requirements  

  • U.S. Citizenship is required
  • Ability to pass a NACI background
