BOOST is helping our Client add an innovate and creative Talent Acquisition Manager to their team based in Vienna, VA (currently the role is being accomplished remotely). The Talent Acquisition Manager leads the company’s recruiting strategy and works to develop and implement creative initiatives in support of the company’s goals and objectives. In this role you will proactively identify marketing and recruitment initiatives that will enhance bottom line results by reducing time-to-fill on billable positons and developing a strategic pipeline of potential candidates for both funded and business development opportunities. You will also work as a capture (proposal/BD) recruiter which will help identify key personnel to be submitted in proposals, as well as providing market research on salary pricing within the proposal process. 


  • Leads and develops a Talent Acquisition team that oversees all company recruitment goals and objectives
  • Partners and consults with hiring managers to develop and execute a recruiting plan/strategy
  • Work with Business Development team to source key personal for proposal submissions
  • Designs and executes an effective and creative sourcing strategy
  • Builds and maintains candidate relationships and develop creative ideas around maximizing candidate experience
  • Identifies innovative strategies for sourcing all levels of talent across the organization
  • Provides guidance to manager’s on the recruiting process, developing, implementing and training them on how to most effectively source/recruit to meet the company’s goals
  • Develops a long term branding strategy that helps attract candidates through social media platforms
  • Manages and mentors recruiting team, holds quarterly meetings with them to review metrics and areas of improvement
  • Manages Requisition System (ATS) and trains users; includes vendor management of recruiting tools
  • Develops and maintains a pipeline of potential candidates to quickly fill future positions, both funded and proposal
  • Provides insight to the recruiting teams efficiency through metrics and reporting to the upper management team
  • Oversees the evaluation, selection and development of recruiting processes, including the systems/technology, in order to maximize service delivery
  • Manages capture (BD/proposal) recruiting efforts, participates in all business development steps understands the requirements of opportunities we are going after, conducts salary surveys for proposals
  • Collects data on cost-per-hire, time-to-hire, and impact of a continuous improvement process on cost savings, and the improvement of work processes
  • Attends local professional meetings, networking events, and meetups in an effort to develop pipelines of potential candidates
  • Hosts meet ups at HQ to attract talent, and hosts bi-annual open house events
  • Partners with local Colleges; develops and maintains college recruiting program
  • Manages internship program



  • Bachelor’s degree or equivalent of 10-15 year’s recruiting experience
  • Minimum of 5 year’s at the Recruiting Manager level
  • 8-10 years’ talent acquisition experience
  • Minimum of 5 years at the Recruiting Manager level
  • Minimum of 5 years of technical recruitment experience specifically 
  • 5+ years of experience recruiting for cleared positions
  • 5 years of experience assisting with the capture (BD/proposal) process that led to awards
  • Must be a US Citizen
